Dry-Run Sequence

Confirm Store account exists
  -> confirm packaged MSIX path
  -> build release package
  -> run WACK
  -> inspect manifest identity and capabilities
  -> prepare listing assets
  -> prepare privacy policy if needed
  -> record blockers
